The mandate

One party accountable from raw land to finished project.

Most land is lost in the gap between owning acreage and holding an approved, horizontally deliverable project. Surveyors, civil engineers, planners, traffic consultants, utility providers, and city staff each hold one piece of the sequence. No one is accountable for the whole of it.

Chaparral RE Development is engaged to sit on the owner's side of the table and manage that sequence end to end — scoping the consultant team, driving the submittal calendar, negotiating with staff and council, and reporting on schedule, budget, and risk in terms an owner or lender can act on.

Where the underwriting supports it, that mandate extends past entitlement into ground-up development. We are prepared to partner with landowners on the vertical project — contributing the development program, capital relationships, and execution alongside the land — so the owner can participate in the finished asset rather than sell the upside at the plat stage.

Both paths are legitimate outcomes. Which one to pursue is a financial question, and we answer it with the pro forma before recommending it.

Approach

Sequence discipline beats speed.

Entitlement schedules are governed by public meeting calendars, statutory review windows, and utility capacity — none of which compress under pressure. The work is to identify long-lead items early and hold the sequence.

Phase 01

Diligence & Feasibility

Title, survey, utility availability, floodplain, access, and zoning posture. Establish what the site can support and what it cannot.

Phase 02

Strategy & Positioning

Select the development program and the approval path. Pre-position with staff before anything is formally filed.

Phase 03

Entitlements & Platting

Rezoning, concept plan, and plat processing through P&Z and council, with the submittal calendar managed backward from hearing dates.

Phase 04

Delivery or Build

Civil release and public improvement agreements — then either a clean handoff to a buyer, or a joint venture to carry the project vertical.
